Combine ground beef, onion, and garlic powder. Microcook, uncovered, on HIGH 6 minutes; stirring once. Drain.
In another dish, combine tomato sauce, tomato paste, 1 tsp. basil, the oregano, and brown sugar. Microcook, covered, 5 minutes. Add browned ground beef mix. Microcook at 50%, uncovered, 5 minutes. Blend together cottage cheese, eggs, Parmesan cheese, parsley, and ½ tsp. basil in another dish.
In a 9x13" pan, place 3 noodles. Top with 1/3 cottage cheese mixture, then 1/3 meat mixture, then 1/3 of the mozzarella cheese. Repeat layers twice, leaving the last of the mozzarella cheese off. Microcook lasagna at 50%, uncovered, 15-20 minutes. Add remaining cheese and cook until cheese is melted, about 5-10 minutes.
